School Zone Flasher Replacements

Sealed Proposals will be received by the Mt. Lebanon Commission at the Municipal Building, 710 Washington Road, Pittsburgh, PA 15228 until 11:00 AM prevailing time on August 26, 2025, for the following:

This project involves upgrades to four existing school zones in the Municipality of Mt Lebanon. The proposed improvements will replace the existing Type II school flashing devices with Type I devices that meet current MUTCD and PennDOT standards. The new devices will be mounted on the existing signal supports. The project will replace the sign and 8” yellow LED flashing lights only. The existing supports, power source and controller at each location will remain. One existing device is mounted to a utility pole and will be replaced on a new 14’ pedestal support. The upgrades include installation and removal of the existing traffic signal components. All associated traffic control and restoration are also included, complete in place.

Proposals shall be delivered in a sealed envelope that is clearly marked on the outside with the appropriate wording “SCHOOL ZONE FLASHER REPLACEMENTS” to the attention of Mr. Rudy Sukal – Director of Public Works before 11:00 AM prevailing time August 26, 2025, and the same will be publicly opened and read at the time at the Municipal Building Commission Chambers located at 710 Washington Road, Pittsburgh, PA 15228.

A non-mandatory Pre-bid Meeting will be held on August 14, 2025, at 11:00 AM at the Municipal Office, 710 Washington Road, Pittsburgh, PA 15228. Contractors who intend to bid are encouraged to attend.

Pennsylvania Prevailing Wages will be required to be paid on this Contract.

Copies of all Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposal and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 100 McMorris Road, Pittsburgh, PA 15205 where sets of documents may be obtained upon payment of $25.00. An additional $10.00 payment will be required if they are to be mailed. No refund will be made for the return of any documents. Electronic files will be provided at no cost upon request.

Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman’s Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.

Proposals to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Municipality of Mt. Lebanon an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.

The Municipality of Mt. Lebanon reserves the right to waive any bid informalities or to reject any or all bids. If more time is necessary for the determination of the lowest responsible bidder, the Municipality of Mt. Lebanon reserves the right to award the Contract later but not exceeding sixty (60) days from the date Bids were submitted.
